一、绪论
（一）选题背景及意义
1.选题背景
中小企业健康发展能给社会经济发展带来诸多好处并起到着重要作用，例如拉动经济发展，提升就业率，创造就业岗位等。但是目前的新冠疫情反复的大背景下，正常的社会运转，企业的生产经营活动受阻，全球化的进程受到巨大影响，在经济、政治、流动性上给中小企业带来很多危害。2015年11月我国进行供给侧结构性调整，经济进入增长新常态。社会各界对中小企业发展和未来感到担忧。中小企业的主要困难集中在融资和资金周转上，而且这些问题会持续出现在企业发展过程中，因为企业的良好发展和稳定运营都离不开资金，资金是企业发展的原生动力。政府为了解决这些问题近些年来出台了大量方针政策来帮助中小企业度过难关，但是大部分没能达到预期。
习近平总书记提出六稳六保，即要做好稳就业、稳金融、稳外贸、稳外资、稳投资、稳预期的工作，全面落实保居民就业、保基本民生、保市场主体、保粮食能源安全、保产业链供应链稳定、保基层运转任务。根据7月30日的中共中央政治局会议的会议内容，国内经济发展形势严峻，问题频出。在这种国情和全球恶性局势下，对中小企业进行经济上的扶持是客观必要的。在国内疫情防控常态化的的大环境下，新决策的实行意味着对中小企业运营提供金融支持的难度提高，企业生存环境不断复杂化，这要求有不小规模的中小企业需要在本地政府以及金融机构的资金支持下进行企业转型。为了缓解中小企业融资难的问题，在以上的背景下，本文将研究重点放在我国现阶段的政策导向，并结合中小企业的运营特质和发展道路进

2.选题意义
（1）理论意义
由于中小企业产业规模小，综合实力不高，自然在抵抗风险冲击的能力不足，在现在大环境下，普遍都抵抗不了受到新冠疫情的冲击。本文的研究能够在相关部门和机构在常态化疫情下如何更好的支援建设中小企业提供理论上支持，本文的探索也能帮助在中小企业面对疫情冲击下积极面对，平稳度过这点非常时期。
（2）现实意义
